He is a lomg-time advocate and friend of NFCB, going all the way back to the early years with founders Tom Thomas and Terri Clifford in Washington. D.C. He drafted NFCB’s rule making comments endorsing the creation of the Low Power FM service. When the FCC opened a filing window for new noncommercial radio stations in 2007, he and Berkeley attorney Alan Korn formed “Discount Legal” offering to assist applicants in preparing application at a low fixed price. The Discount Legal applications have resulted in the licensing of 32 new on-the-air community radio stations.
